It may be unrealistic to expect a typical highway agency to maintain a complex planting plan. Formal agreements may be struck with local civic groups and garden clubs for maintenance where possible. Liability issues should be considered in writing these agreements. Where there is no interest in maintaining the proposed enhancements, the landscape design should consist of simple plant materials or hardscape items that require little or no maintenance.
